This tutorial was created with PSP2022 and translated with PspX9, but it can also be made using other versions of PSP.
Since version PSP X4, Image>Mirror was replaced with Image>Flip Horizontal,
and Image>Flip with Image>Flip Vertical, there are some variables.
In versions X5 and X6, the functions have been improved by making available the Objects menu.
In the latest version X7 command Image>Mirror and Image>Flip returned, but with new differences.

For this tutorial, you will need:

You can change Blend Modes according to your colors.

1. Open a new transparent image 900 x 730 pixels.
Selections>Select All.
2. Open the graphic, I choose 
Edit>Copy.
Go back to your work and go to Edit>Paste into Selection.
Selections>Select None.
3. Adjust>Blur>Radial Blur.

4. Effects>Image Effects>Seamless Tiling, default settings.

Adjust>Sharpness>Sharpen More.
5. If you don't see the Script's Bar: View>Toolbars>Script
Look for and select the script Mosaic and click in the arrow to run the script

At the end, you'll get this and the Blend Mode of the layer will be Soft Light, opacity 51.

6. Layers>Merge>Merge Down.
Adjust>Hue and Saturation>Vibrancy.

7. Layers>New Raster Layer.
Selection Tool 
(no matter the type of selection, because with the custom selection your always get a rectangle)
clic on the Custom Selection 
and set the following settings.

8. Edit>Paste into Selection (your graphic is still in memory).
Keep selected.
9. Effects>Plugins>Filters Unlimited 2.0 - Buttons & Frames - Rectangular Button, default settings.

10. Effects>3D Effects>Buttonize.

Selections>Select None.
Adjust>Hue and Saturation>Vibrancy.

11. K key to activate your Pick Tool 
and set Position X: 105,00 and Position Y: 50,00.

12. Layers>Duplicate.
Image>Free Rotate - 15 degrees to left.

Set Position X: 250,00 and Position Y: 105,00.

13. Open EF-Salve_Jorge_deco_1 
Edit>Copy.
Go back to your work and go to Edit>Paste as new layer.
Don't move it.
14. Activate your Magic Wand Tool , tolerance and feather 0,
and click in the little rectangle to select it.

15. Activate again your graphic and go to Edit>Copy.
Go back to your work and go to Edit>Paste into Selection.
16. Adjust>Hue and Saturation>Vibrancy, same settings.
Selections>Select None.
17. Open EF-Salve_Jorge_Texto_1 
Edit>Copy.
Go back to your work and go to Edit>Paste as new layer.
Move the text as below.

Reduce the opacity of this layer to 81%.
18. Open EF-Salve_Jorge_Texto_2 
Edit>Copy.
Go back to your work and go to Edit>Paste as new layer.
Move the text at the bottom left, or to your liking.

Effects>3D Effects>Drop Shadow, color #000000.

19. Image>Add borders, 30 pixels, symmetric, color #ffffff.
Adjust>Hue and Saturation>Vibrancy, same settings.
20. Sign your work and save as jpg.
