This tutorial was translated with PSPX3 but it can also be made using other versions of PSP.
Since version PSP X4, Image>Mirror was replaced with Image>Flip Horizontal,
and Image>Flip with Image>Flip Vertical, there are some variables.
In versions X5 and X6, the functions have been improved by making available the Objects menu.
In the latest version X7 command Image>Mirror and Image>Flip returned, but with new differences.

Filters Graphics Plus can be used alone or imported into Filters Unlimited.

If a plugin supplied appears with this icon it must necessarily be imported into Unlimited

You can change Blend Modes according to your colors.

The texture Canvas coarse (Corel_15_013) and Grid (Corel_15_006) are standard in PSP.
If you don't find them in your Psp, copy the supplied textures in the Textures Folder.

Copy the Selection in the Selections Folder.

1. Set your foreground color to #0f64a6.
Set your background color to the Gradient black-white, style Sunburst

2. Open a new transparent image 800 x 500 pixels.

3. Open the landscape and go to Edit>Copy.
Go back to your work and go to Edit>Paste as new layer.

4. Effects>Texture Effects>Texture - select the texture Canvas coarse or Corel_15_013.

5. Image>Mirror.

6. Layers>New Raster Layer.

Selections>Load/Save Selection>Load Selection from Disk.
Look for and load the selection Joanne_Carnaval_2020

7. Edit>Paste into Selection (the landscape is still in memory).
Adjust>Sharpness>Sharpen More.

8. Effects>Artistic Effects>Balls and Bubbles

Shape: Single ball or bubble

Surface: material set the background gradient.

9. Effects>3D Effects>Inner Bevel.

10. Effects>3D Effects>Drop Shadow.

Selections>Select None.

11. Effects>Image Effects>Offset.

For my example I used these settings

12. Layers>Duplicate.
Image>Resize, to 70%, resize all layers not checked.

13. Layers>Duplicate.
Image>Resize, to 65%, resize all layers not checked.

14. Calques>Duplicate.
Image>Resize, to 50%, resize all layers not checked.

15. Place the balls as below.

16. Close the two bottom layers (background and landscape).
Layers>Merge>Merge visible.

17. Activate your Brush Tool

18. Draw a little cord for each balloon, with your foreground color.

19. Open the closed layers and stay on the top layer.

Open the tube of the woman and go to Edit>Copy.
Go back to your work and go to Edit>Paste as new layer.
Image>Resize, to 70%, resize all layers not checked.
Move the tube at the bottom right.

20. Effects>3D Effects>Drop Shadow, same settings.

21. Open the wordart carnaval and go to Edit>Copy.
Go back to your work and go to Edit>Paste as new layer.
Effects>3D Effects>Drop Shadow, foreground color.

22. Sign your work on a new layer.

little note about the watermark:
I never ask to put watermark on the versions made by my translations.
But if you decide to use the watermark supplied by the author (to change in Soft Light),
I would appreciate that my work as translator was respected too.
For that, I added my watermark to the material (a layer for every language that I translate).

23. Layers>Merge>Merge All.

24. Image>Add borders, 2 pixels, symmetric, color white.
Image>Add borders, 40 pixels, symmetric, foreground color .
Image>Add borders, 2 pixels, symmetric, color white.

25. Activate your Magic Wand Tool
and click on the 40 pixels border to select it.

26. Effects>Texture Effects>Texture - select the texture Grid (Corel_15_006).

27. Effects>Plugins>Graphics Plus - Cross Shadow, default settings.

28. Effects>3D Effects>Inner Bevel.

29. Selections>Modify>Expand - 2 pixels.

Effects>3D Effects>Drop Shadow.

Repeat Drop Shadow vertical and horizontal -5.
Selections>Select None.

30. Save as jpg.
