Thanks Estela for your invitation to translate your tutorials into english
This tutorial, created with PSP2022, was translated with PspX9 and 2020, but it can also be made using other versions of PSP.
Since version PSP X4, Image>Mirror was replaced with Image>Flip Horizontal,
and Image>Flip with Image>Flip Vertical, there are some variables.
In versions X5 and X6, the functions have been improved by making available the Objects menu.
In the latest version X7 command Image>Mirror and Image>Flip returned, but with new differences.

If a plugin supplied appears with this icon it must necessarily be imported into Unlimited

You can change Blend Modes according to your colors.

1. Open a new transparent image 900 x 650 pixels.
Selections>Select All.
Open the image gráfico 
Edit>Copy.
Go back to your work and go to Edit>Paste into Selection.
Selections>Select None.
2. Effects>Image Effects>Seamless Tiling.

3. Adjust>Blur>Gaussian Blur - radius 25.

4. Effects>Plugins>Video Rave - Circular Noise.

5. Layers>Duplicate.
Effects>Plugins>Video Rave - Zoom

6. Activate your Magic Wand Tool 

Click in the red border to select it.
Set your foreground color to white #ffffff.
Flood Fill the selection with color white.
Selections>Select None.
7. Effects>Image Effects>Seamless Tiling, default settings.

Change the Blend Mode of this layer to Overlay and reduce the opacity to 61%
(according to your image; if necessary reduce the opacity a little more)

8. Activate your bottom layer, Raster 1.
Effects>Plugins>Tramages - Pool Shadow, default settings.

9. Layers>New Raster Layer.
Selections>Select All.
Edit>Paste into Selection (the graphic is still in memory).
Selections>Select None.
10. Effects>Plugins>Transparency - Eliminate Black.
Change the Blend Mode of this layer to Overlay, or Hard Light.
11. Effects>Plugins>FM Tile Tools - Saturation Emboss, default settings

Layers>Merge>Merge visible.
12. Layers>Duplicate.
Effects>Plugins>Video Rave - Glas Slices

13. Effects>Plugins>Video Rave - Crochet Art.

14. Change the Blend Mode of this layer to Overlay and reduce the opacity to 40%.

15. Layers>New Raster Layer.
Activate your Selection Tool 
(no matter the type of selection, because with the custom selection your always get a rectangle)
clic on the Custom Selection 
and set the following settings.

16. Selections>Modify>Select Selection Borders

Flood Fill the selection with the color #ffffff.
Effects>Edge Effects>Enhance.
Selections>Select None.
17. Effects>Reflection Effects>Rotating Mirror.

18. Effects>Reflection Effects>Kaleidoscope.

19. Activate your Magic Wand Tool , tolerance and feather 0,
and click in the frame to select it.

Selections>Modify>Expand - 2 pixels.
Layers>New Raster Layer.
Edit>Paste into Selection - the image is always in memory

20. Layers>New Raster Layer.
Effects>3D Effects>Cutout.

Layers>Merge>Merge Down.
21. Layers>Arrange>Move Down.
Selections>Select None.
Activate your top layer.
Layers>Merge>Merge Down.
22. Layers>Duplicate.
Image>Resize, to 35%, resize all layers not checked.
Adjust>Sharpness>Sharpen.
23. K key to activate your Pick Tool 
Position X: 687,00 - Position Y: 32,00.

Layers>Duplicate.
Image>Mirror>Mirror Vertical (Image>Flip).
Image>Flip>Flip vertical.
This command mirrors and keeps the image in the same position.

If you work with an older version thas has not this command,
move the duplicated image with your Pick Tool 
Position X: 687,00 - Position Y: 452,00

Layers>Merge>Merge Down - 2 times.
24. Effects>3D Effects>Drop Shadow, color #000000.

Layers>Merge>Merge visible.
25. Open the text EF-sabores_da_Vida_Texto 
Edit>Copy.
Go back to your work and go to Edit>Paste as new layer.
(or use a text to your liking)
K key to activate your Pick Tool 
Position X: 713,00 - Position Y: 252,00.

26. Open the tube EF-1340 
Edit>Copy.
Go back to your work and go to Edit>Paste as new layer.
Move the tube to the left side.
27. Effects>3D Effects>Drop Shadow, color #000000.

28. Image>Add Borders, 10 pixels, symmetric, color #ffffff.
Image>Add Borders, 1 pixel, symmetric, color #000000.
Selections>Select All.
Image>Add Borders, 35 pixels, symmetric, color #bfe1e6 .
29. Selections>Invert.
Effects>Texture Effects>Blinds - color #0f68e0

Repeat Effects>Texture Effects>Blinds - horizontal checked.

Selections>Select None.
30. Image>Add Borders, 1 pixel, symmetric, color #000000.
Sign your work on a new layer.
Layers>Merge>Merge All and save as jpg.
