Thanks Luz Cristina for your invitation to translate your tutorials into english
This tutorial, created with PSP9, was translated with PspX9 and PSP2020, but it can also be made using other versions of PSP.
Since version PSP X4, Image>Mirror was replaced with Image>Flip Horizontal,
and Image>Flip with Image>Flip Vertical, there are some variables.
In versions X5 and X6, the functions have been improved by making available the Objects menu.
In the latest version X7 command Image>Mirror and Image>Flip returned, but with new differences.

You can change Blend Modes according to your colors.

The gradient Corel_06-035 or Multi-Brown is standard in PSP.
If you don't find it in your PSP, copy the provided one in the Gradients Folder.
1. Open a new transparent image 1000 x 900 pixels.
2. Set your foreground color to Gradient and select the gradient Corel_06-035, style Linear.

Flood Fill the transparent image with your Gradient.
3. Effects>Texture Effects>Polished Stone.

4. Effects>Reflection Effects>Rotating Mirror.

5. Effects>Plugins>Nik Software - Color Efex Pro 3.0
Bi-Color Filters - to the right Color Set: Brown 3

6. Layers>Duplicate.
7. Effects>Geometric Effects>Perspective Vertical.

8. Effects>Reflection Effects>Feedback

9. Adjust>Brightness and Contrast>Clarify

In older versions of PSP, you can't find this effect.
You can use another effect from the Adjust menu or skip this step.
Here below the difference before and after applying the effect

I gave light with Adjust>One Step Photo Fix;
here below the result

10. Activate the layer Raster 1.
Effects>Plugins>L&K's - L&K's Mayra, default settings

11. Layers>Duplicate.
12. Effects>Plugins>Mura's Meister - Perspective Tiling.

13. Activate your top layer.
Open the deco Deco-LuzCristina2 
Edit>Copy.
Go back to your work and go to Edit>Paste as new layer.
It is in its place

14. Effects>Plugins>Artistiques - Pastels
if you use the english version:
Effects>Plugins>Artistic - Rough Pastel
 
15. Open tube 
Edit>Copy.
Go back to your work and go to Edit>Paste as new layer.
16. Effects>Image Effects>Offset.

17. Effects>3D Effects>Drop Shadow.

18. Layers>Duplicate.
Image>Mirror>Mirror Horizontal.
19. Adjust>Blur>Radial Blur.

20. Effects>Plugins>Artistiques - Pastels, last settings
if you use the english version:
Effects>Plugins>Artistic - Rough Pastel
 
21. Open the texte Texto 
Edit>Copy.
Go back to your work and go to Edit>Paste as new layer.
Move the text at the bottom right, or to your liking.
I added the text after Foto Frame
22. Layers>Merge>Merge visible.
23. Effects>Plugins>AAA Frames - Foto Frame.

24. Sign your work and save as jpg.
